[미디어펜=김규태기자] 주 파키스탄 대사관은 13일 이슬라마바드 세레나 호텔에서 주재국 IPR(Institute for Policy Reforms)과 공동으로 통일공공외교 세미나를 주최했다. 동 세미나에는 Muhammad Ishaq Dar 재무경제부 장관, Ahsan Iqbal 기획개발개혁부 장관 등 주재국 관료, 학자, 언론인 및 학생 등 총 200여 명이 참석했다. 주파키스탄 대사관이 주재국 IPR과 공동으로 개최한 통일공공외교 세미나는 성황리에 개최되고 끝났다.

한국에서는 좌승희 영남대 박정희새마을대학원 석좌교수(미디어펜 회장)이 세미나 발제자로 참석하여 자리를 빛냈다. 좌승희 석좌교수는 세미나 발표를 통해 한국 경제발전의 궤적과 경험을 밝히고, 새마을운동 및 기업제도 등 박정희 개발연대 시절의 경제적 차별화 정책의 교훈을 강조했다.

송종환 주 파키스탄 대사는 세미나 기조연설을 통해 “한국은 경제발전과 평화통일노력의 선순환을 경험하였으며, 2014년 박근혜 대통령 또한 한반도 통일을 ‘대박’으로 언급했다”고 밝혔다.

송 대사는 “한국의 경험을 경제발전과 국가통합을 과제로 하고 있는 파키스탄과 공유하고자 한다”면서 “이를 통해 파키스탄에서도 한반도 통일에 대한 관심과 지원이 확대되기를 기대한다”고 강조했다.

이에 화답하여 Muhammad Ishaq Dar 파키스탄 재무경제부 장관은 개회사를 통하여 아래와 같이 언급했다.

Dar 장관은 “파키스탄은 전 정치세력이 동의하는 경제 헌장(Charter of Economy)을 만들어 국민적 단결을 이루고 경제발전을 성취하야 하며, 이러한 점에서 이번 세미나는 한국 경제발전 경험과 국민적 단결에서 얻은 교훈을 통해 파키스탄의 밝은 미래를 촉진하는 정책적 함의를 가지고 있다”고 지적했다.

이어 Dar 장관은 “한국 경제발전에서 가장 뛰어난 점은 눈부신 경제성장 뿐만 아니라 ① 수입대체 산업화 전략 대신 수출주도전략을 추구, ② 신자유주의 정책의 전면적 수용이 아니라 단계적 수용, ③ 모든 분야의 경제 발전과 그 성과의 공유 등 경제발전 정책이 특징적이라는 것이다”라고 한국의 경제발전정책을 강조했다.

마지막으로 Dar 장관은 “이번 세미나는 우리나라의 경제발전이 국가통합 및 통일을 위한 초석을 만들어나가는 견인차 역할을 하였으며 이를 통해 경제발전과 평화통일 노력이 ‘선순환(Virtuous circle)' 한 우리의 경험을 주재국 측과 공유하는 기회였으며, 주재국내에서 한반도 통일에 대한 관심을 갖게 하는 계기가 되었다”고 평했다.

Thank you all for being with us today. I am honored by your presence.

I would like to especially thank His Excellency Ishaq Dar for taking time out from his very hectic schedule to grace our seminar with his presence and words of wisdom. I would also like to thank His Excellency Ahsan Iqbal who will be joining us a little later.

I am grateful to our partners, the Institute of Policy Reforms, under the able leadership of Mr. Humayun Khan, Dr. Hafiz Pasha and Mr. Ashraf Hayat, for their cooperation and support.

I would like to appreciate our esteemed scholars for their inputs and presentations. In particular I would like to thank Dr. Jwa and Dr. Lee who have come all the way from Korea for this seminar.

We are joined today by many distinguished guests, senators, parliamentarians and senior officials. I would like to thank them and our audience for their interest in the seminar.

Our embassy has labeled October as Korea month, in which more than a dozen events have been arranged. Today’s seminar is being arranged as a part of the ongoing Korea month, with the kind collaboration of the Institute of Policy Reforms.

Today’s seminar is wonderful follow up of the previous year’s seminar under the title of “The Journey to Peace and Co-prosperity: the United Nations, Pakistan and the Republic of Korea.”

I believe today’s seminar will be doubly useful as it closely follows the summit meeting between the Korean President, Her Excellency Park Geun-hye and His Excellency Nawaz Sharif on 27th September, on the sidelines of the 70th UNGA Session in New York during which the two leaders discussed avenues of enhancing bilateral and multilateral ties.

Korea is a live example of how the virtuous circle of economic development & national cohesion produce a synergy effect in national development. When President Park extolled the Korean reunification as “Bonanza,” she pointed out this synergy effect of the virtuous circle because Korea has experienced firsthand how economic development strengthened the national cohesion of Korea, through the “Miracle of Han River”.

Now that Korea has transformed from an aid recipient into a donor country we want to share our valuable experience and lessons learned with our friends.

Pakistan is the perfect partner for such sharing of experience and lessons learned. Pakistan has huge potential to make great economic success with its rich natural resources and skilled manpower. Undergoing the noble endeavor of counter-terrorism, Pakistan emphasizes the importance of the national cohesion. Strengthening national cohesion and economic development are now two of the top priorities of Pakistani national policy.

It is my hope that both Korea and Pakistan gain valuable lessons from this seminar by sharing each other’s experiences and learning from them.
